If you perform a general applicant search in the system, or search through your incomplete applications report, only applications initiated for your club (or County if you have County-wide access) will appear in the search results.
If you need to verify someone from another club or County, you can do so by going to 'DBS Applications' - 'Manage ID verification' and searching the applicant using their name and application reference number - the applicant will need to provide you with this (they will have received an email containing the application reference number).
